Professor Anthony Cheung Bing-leung (BSocSc 1974), who has been widely reported to join the new administration in less than a month, delivered an insightful speech on the new government at this year's Convocation Speech.

As hopes and doubts towards the new government have been mounting along the way, Professor Cheung said, "The modus operandi of government has to change." He added, "The outlook of the government also needs to change."
