HKU Centre for Civil Society and Governance releases
“Report on the Capacity of Civil Society Organizations 2014-15: International & Cross-boundary Non-governmental Organizations in Hong Kong”

The Centre for Civil Society and Governance and Department of Politics and Public Administration of the University of Hong Kong has released the “Report on the Capacity of Civil Society Organizations 2014-15: International & Cross-boundary Non-governmental Organizations (INGOs) in Hong Kong”. A press briefing on the research findings will be held on March 3 (Thursday).
The report on INGOs in Hong Kong is the third in the series on civil society organizations in the territory. Two earlier reports on organizations in the social service and conservation sectors were published in 2009 and 2011 respectively. In this latest report, the capacity of INGOs was assessed from a variety of aspects including operation and governance, human resources, financial, information technology, programme and planning, marketing, networking and advocacy. They were invited to a detailed written survey and their representatives to participate in a forum discussion.
Hong Kong has witnessed quite a significant growth in the number of INGOs since 1997 with more than one hundred organizations being established. They use Hong Kong as base for cross-boundary services in Asia and China in areas including economic or social development assistance, disaster relief, and cultural and educational programs. The report concluded that if Hong Kong’s advantages in freedoms and soft infrastructure are to be maintained, Hong Kong will strengthen its global city status in the presence of a vibrant international sector of civil society.
Professor Eliza Lee, Director of the HKU Centre for Civil Society and Governance, will in the briefing give an account on the conditions in Hong Kong favorable for INGOs to set up a base here, and the future challenges.
