HKU Business School “Hong Kong Economic Policy Green Paper”

HKU Business School has always been committed to conducting impactful Hong Kong economic policy research, and to contributing to the development of the society with its knowledge and expertise. Amidst the challenges brought forth by the rapidly changing global economy and the emergence of new technologies, the Hong Kong economic policy is bound to undergo tremendous transformations. A timely review on traditional economic policies is important to revitalise Hong Kong’s economy.
Entering its 20th anniversary, HKU Business School leverages on the profound experience in empirical economic policy research and publishes the “Hong Kong Economic Policy Green Paper” jointly with the Hong Kong Institute of Economics and Business Strategy (HIEBS). The Green Paper aims to suggest new economic policy initiatives from an innovative perspective, encouraging continuous discussion on the economic policies about Education, Housing, Retirement Protection, Industry Development and Innovative Technology among different stakeholders in the society. We are dedicated, with concerted effort, to rejuvenating and driving Hong Kong’s economic development in the coming five to ten years.
A press conference will be held on 15 January, 2021 (Friday) to share the key findings of the Green Paper, focusing on areas including Regulatory, Housing, Economic & Industrial and Human-capital policies:
- “Regulatory Policy Reform”: We will propose the implementation of creative short-term and long-term regulatory measures and, in parallel, deregulation in response to the emergence of new service and technology. Uber licensing and handling doctor shortage are used as examples.
- “Housing Policy Reform”: We are going to advise how to connect public housing market with the private one. For public housing, we are going to discuss about the establishment of two-tier market for Tenants Purchase Scheme and Home Ownership Scheme, and the reform of unpaid premium calculation. Regarding the private housing sector, the effectiveness of the existing stamp duty and property tax on regulating the property market are being analysed.
- “Economic and Industrial Policy Reform”: We will discuss about the possibility of the Third Economic Transformation to establish a knowledge-based economy with a focus on science and technology (S&T) and research and development (R&D). Together with re-industrialisation, promoting employment and economic growth, we aim to develop Hong Kong as the centre of technological innovation in the Greater Bay Area.
- “Human-capital Investment Reform”: Provide recommendations on public expenditure on education, financial support for higher-education institutions and research talents development via the introduction of “Double Human-capital Investment Scheme”.
