This book takes a fresh look at the Association of Southeast Asian Nations from the point of view of issues that have preoccupied policy-makers, the academic community, the media and other informed observers – the "ASEAN Way," the membership question, the issue of "non-interference," regional security, regional economic integration, the haze and SARS, ASEAN's external relations, the search for an ASEAN Community, and ASEAN's future. The book leaves to the many scholars who have written on ASEAN the theoretical frameworks and the historical narratives. Instead, it treats live issues on the basis of the knowledge and insights gained from the author's many years as senior point man for ASEAN in the Philippines' Department of Foreign Affairs and as ASEAN Secretary-General. It also draws extensively on his interviews with a broad range of personalities involved in ASEAN affairs since the association's founding, at many levels, in the past and at present, including heads of state and government, deputy prime ministers, ministers and senior officials in relevant sectors, ambassadors, business leaders, and academics. The author hopes that the book will illuminate certain vital issues relative to ASEAN in the light of the facts and the insights of persons directly involved in its origins and development.
Mr. Severino is a Visiting Senior Research Fellow at the Institute of Southeast Asian Studies in Singapore. Having been Secretary-General of the Association of Southeast Asian Nations from 1998 to 2002, he has just completed a book on issues facing ASEAN. As a member of the faculty at the Asian Institute of Management in the Philippines in the school year 2003-2004, he lectured on regional economic cooperation, the elements of competitiveness, and leadership in the management of change. Before assuming the position of ASEAN Secretary-General, Mr. Severino was Undersecretary of Foreign Affairs of the Philippines. In the Philippine Foreign Service, he was Ambassador to Malaysia from 1989 to 1992 after serving in several other posts, including Washington, D. C., and Beijing, as well as in Manila. He has a Bachelor of Arts degree in the humanities from the Ateneo de Manila and a Master of Arts degree in international relations from the Johns Hopkins University School of Advanced International Studies.

'Southeast Asia in Search of an ASEAN Community' Seminar and Book Launch on Mr. Rodolfo C. Severino's New Book

Media representatives are cordially invited to attend the Seminar and Book Launch by Mr. Rodolfo C. Severino, entitled Southeast Asia in Search of an ASEAN Community at 4 p.m. on Friday, 24 November 2006 at the Reading Room, Centre of Asian Studies, Tang Chi Ngong Building, Room G-4 (Ground Floor) of the University of Hong Kong.
