"Universal Suffrage in Hong Kong: The Green Paper and Beyond" Conference at HKU

The Centre for Comparative and Public Law of the Faculty of Law of The University of Hong Kong will co-sponsor with HKU Dept of Politics & Public Administration to hold a conference tomorrow (September 22, 2-007) entitled "Universal Suffrage in Hong Kong: The Green Paper and Beyond".
Among various speakers are Mrs. Anson Chan, Professor Johannes Chan, SC, Dr. Peter T.Y. Cheung, Ma Ngok, Christine Loh, Benny Tai and Sir David Akers-Jones.

The 2007 Green Paper on Constitutional Development is a significant milestone in Hong Kong's journey towards establishing full universal suffrage as promised in the Basic Law. One of the main obstacles to reform appears to be trying to achieve a ‘consensus' on the meaning of ‘universal suffrage'. The idea of ‘consensus' and how it can and should be achieved is also controversial. This conference aims to examine different political and legal conceptions of universal suffrage. It will also feature lively panel discussions on all aspects of the Green Paper. The speakers will include leading academic thinkers on the subject who will draw upon international and comparative examples and standards.
