The Responsibility to Protect and Libya in 2011: A New Principle of International Law?
In 2011, the UN Security Council gave operational effect to the responsibility to protect doctrine in two groundbreaking Resolutions. This paved the way for UN authorised military intervention in Libya, which in turn provided NATO support and protection for civilians and for those persons engaged in an attempt to militarily overthrow the Libyan regime of Muammur Gadaffi. This lecture will assess the background to the responsibility to protect doctrine, its operationalisation in Libya, and the implications arising from these events for future UN authorised military interventions.
Donald R. Rothwell is Professor of International Law at the ANU College of Law, Australian National University and Deputy Director of the Australian Centre for Military Law and Justice. He has written and taught in many areas of international law, including International Humanitarian Law, International Law and the Use of Armed Force, International Security Law, and the Law of the Sea. He teaches Military Operations Law to Australian Defence Force lawyers at the ANU. His forthcoming book is Antarctic Security in the Twenty-First Century.
