HKU Centre for Civil Society and Governance to release second Annual Report on Civil Society in Hong Kong - Natural and Built Environment Conservation Sector
HKU's Department of Politics and Public Administration and Centre for Civil Society and Governance will release its second Annual Report on Civil Society in Hong Kong: "An outdated government consultative system misses voices from active conservation advocates" on January 31 (Tuesday).
The conservation sector has grown in numbers in recent years. The study covers a wide range of conservation groups in Hong Kong concerning pollution control, energy conservation, animal protection, heritage conservation and green life promotions, and seeks to understand their mode of operations and relations with the government, businesses and peer groups.
It is found that conservation groups in Hong Kong are active in policy advocacy having diverse views on their roles and positioning in conservation. However, despite the great in number and diversity of these groups, most of the appointees into the conservation-related government committees are only from a handful of groups, most of them older ones established in the 1990s or before, which suggests that the government's consultative system on conservation policies may be outdated.

About the Speaker
Professor Frederick Ma Si-Hang, GBS, JP, was born and educated in Hong Kong. He graduated with a Bachelor of Arts (Honours) degree from the University of Hong Kong in 1973 majoring in economics and history. Since graduation, he had taken up different major positions of various local and overseas banks, financial institutions and major companies. In 2002, he joined the Hong Kong Government as the Secretary for Financial Services and the Treasury and assumed the post of Secretary for Commerce and Economic Development in 2007. He resigned from the Government in July 2008 due to medical reasons. In October 2008, he was appointed as an Honorary Professor of the School of Economics and Finance at the University of Hong Kong.
About the Moderator
Dr Elaine Chan taught undergraduate and post-graduate courses at Lingnan University, The Chinese University of Hong Kong, and Hong Kong Polytechnic University in the areas of film and cinema studies and Hong Kong popular culture respectively between 2005 and 2010. She also developed and co-taught General Education programmes at the University of Hong Kong between 2007 and 2011. She received her Ph.D. at the University of Kent, UK. Her areas of research include cinema studies, cultural theories, gender politics and popular culture. Her articles appeared in journals and newspapers such as Journal of Chinese Cinemas, Crossover, Film Bi-weekly, Ming Pao, and Hong Kong Economic Times. She was also director and producer of television commercials and documentaries.

HKU to present Long Service Awards to staff members
A total of 143 staff members from more than 60 departments of the University of Hong Kong (HKU) will be honoured for their loyalty and contributions to the University in a ceremony to be held on February 1 (Wednesday). They will receive Long Service Awards presented by HKU Vice-Chancellor Professor Lap-Chee Tsui. This year, 15 staff members are recipients of the 35-year award, 40 staff members will receive the 25-year award and 88 staff members for the 15-year award.
