Mr Chua's allegation of interference with his academic research is frivolous and absolutely groundless. The only basis for his allegation is that he was contacted by a member of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region, who is a friend of his and who has not had any contact with him for a few years. This member, according to Mr Chua, asked what Mr Chua had been doing recently, and the discussion touched on Mr Chua's current research. Mr Chua himself admitted that in that conversation, there had not been any reference to Professor Albert Chen, who has never talked to anyone in the Liaison Office about Mr Chua's research. Professor Yash Ghai, the supervisor of Mr Chua's Ph.D thesis, recommended his discontinuation entirely on the basis of Mr Chua's failure to comply with the academic requirements of his Ph.D study. The University's decision to discontinue Mr Chua from his studies was made collectively by the Faculty Higher Degrees Committee and the Board of the Faculty of Law, after having taken into account the investigation conducted by the Faculty Review Committee. Mr Chua's appeal against the decision was rejected by the Committee on Discontinuation of the Senate.
The Faculty understands the feeling of Mr Chua when he is discontinued by the University, but regrets that Mr Chua resorts to such frivolous and irresponsible allegations.

Mr Chua Chi Hing, Anthony was discontinued in May 2001 from his Doctor of Philosophy (Ph.D) studies on the ground of unsatisfactory academic progress. Mr Chua has produced nothing more than a few pages of table of contents and abstracts for the last two years of his study. His supervisor, Professor Yash Ghai, has expressed his concern of Mr Chua's lack of academic progress since late 1998/early 1999.
