The University of Hong Kong (HKU) announced today (14 August) that the University has accepted the proposal submitted by Auspice Investment Limited (“the Company”), a wholly-owned subsidiary of China State Construction International Holdings Limited (Stock Code: HK.3311) for the conversion of the Middleton Towers at 140 Pokfulam Road into student hostel under a Build-Operate-Transfer (BOT) model. Three existing staff quarters will be converted into student hostels, covering a total renovated floor area of about 18,199 square meters to provide approximately 800 to 900 student accommodation. The facilities are expected to commence operations in the 2028/2029 academic year.
HKU has received 10 returned proposals by the close of the tender. An independent Tender Assessment Panel, including university expertise and an external member, has considered the proposals and made recommendation to award the BOT contract to the tenderer with the highest score amongst the conforming bids.
Under the BOT model, the Company will be responsible for the design, construction, financing, operation, management and maintenance of the project for a term of approximately eight years. Upon completion, the Middleton Towers conversion project will create strong synergies with HKU’s existing and planned teaching and residential facilities in the Pok Fu Lam district. Designed to offer a comfortable, safe, modern, and convenient living space, the project further aims to enhance students' overall campus experience and well-being. The amenities and lodging fees will be comparable to HKU’s recently completed student hostels, ensuring a consistent residential experience across campus. The Student Hostel Warden will continue to be held by HKU staff, with the university retaining decision-making involvement in governance to safeguard student welfare.
To align with the HKSAR Government’s policy directive to establish Hong Kong as an international education hub, HKU will continue to unleash the potential of existing properties and adopt a multi-pronged strategy to increase student accommodation. This initiative aims to attract more top talents around the world to study in Hong Kong, contributing to the development of the city, the Greater Bay Area, and the nation as a hub for high-calibre talent.
