The Council of the University of Hong Kong (HKU Council) convened a special meeting today to discuss and accept the report and recommendations of the Panel which was appointed by the Council at its meeting on July 27, 2021 to consider the impact of the Hong Kong University Students’ Union (HKUSU) Council incident on the University and to advise on necessary actions for risk mitigation.
It was pointed out that the act of HKUSU Council passing the resolution on July 7 might be in violation of the law, as the incident is now under investigation by the police, and the continued presence of the group of HKUSU concerned on campus would pose serious legal and reputational risks to the University and have negative impact on its other members. In light of the gravity of the matter, immediate risk containment measure must be imposed.
The HKU Council has decided that all students who attended the meeting of the HKUSU Council on July 7 should be denied access to HKU campus as well as to all facilities and services of the University, until further notice and subject to review. The Council requested the University management to execute the above measure, closely monitor the risk arising from the incident and report to the Council if and when appropriate to do so, including when the measure should be reviewed. The University should also review its existing Risk Management Framework.
