Dr. Fung believes that Hong Kong universities should benchmark themselves with top international universities globally. Only by doing so, will local institutions be able to be outward looking, and maintain awareness of developments on the international tertiary education scene. After taking up the Chairmanship of the HKU Council last September, Dr. Fung felt that HKU should aspire to become one of the best 25 universities in the world.
The Vice-Chancellor said, "I am glad that HKU in so many areas is already moving in the very directions that Lord Sutherland wishes to see." A special working group on strategic planning in the University has been investigating and suggesting means to improve the efficiency of the University's governance and management structure and implement more performance-based funding systems. Dr. Fung feels that the recommendation in Lord Sutherland's report for each university to review the structure and the role of its Council should be looked at very carefully.
"Flexibility and deregulation are, in my opinion, the key words in the report", said Dr. Fung. "I indeed believe that these two key promises combined with adequate support from the Hong Kong SAR Government will equip our universities to face challenges ahead, and position themselves as key players in the tertiary education field internationally."
HKU Senior Officers Welcome Lord Sutherland's Report

Professor Ian Davies, Vice-Chancellor and Dr. Victor Fung, the Chairman of the Council of the University of Hong Kong, lent their support to the thrust of the recommendations in Lord Sutherland's report on higher education in Hong Kong. The Vice-Chancellor particularly welcomed the aims of the recommendations contained in the report and considered them entirely consistent with the mission of the University of Hong Kong.
